legal challenge to the inter partes review ("IPR") process where
patents are often invalidated by a panel of administrative law
judges.
"The current administrative IPR process clearly needs more work.
There is something fundamentally wrong when a relatively
small group of administrative judges can revoke vested patent
property rights that the United States Patent Office spent years
